Decisions of the Second Decentralization Implementation and Monitoring Committee Meeting Chaired by the Prime Minister,
held on 28th March 2001



1 The report, that has to be submitted to the Development Committee of the House of Representative, is approved.
2 The following procedures (1, 2, …….8) of Decentralization Implementation Monitoring Committee (DIMC) are approved.
3 Prepare detailed decentralization implementation plan to facilitate the work in line with the objectives, policies and principles of Local Self Governance Act, 2055 in coordination with the sectoral ministries and other related stakeholders and implement it in a phased manner
4 Review Local Bodies Fiscal Commission's Report, 2057 and implement in a phased manner.
5 Develop criteria and procedures for the establishment of sectoral units within DDC as provisioned in the Local Self-Governance Act, 2055, and its Regulations, 2057 for gradual implementation.
6 Conduct study to initiate the process of establishing local services as provisioned in the Local Self-Governance Act, 2055.
7 Submit amendment bill to the forthcoming parliamentary session to amend acts that contradict with Local Self-Governance Act, 2055.
8 The line ministries shall classify the programmes as earlier as possible in a category of the village, municipal and the district level, and shall designate a focal section/division in the concerned ministry relating to decentralization and should also develop a regular review system for decentralization. The Decentralization Implementation and Monitoring Working Committee shall monitor this process.
9 All the relevant authorities/stakeholders must direct their local offices to assist local bodies in the preparation of the periodic and annual development plans through programme, information and necessary technical support.
10 The current structure of Local Bodies are complicated and costly and also the reviewing of the number of local bodies have been recommended by various studies. Hence in this context, conduct study to review the structure and number of local bodies and submit report to the government.
11 The Decentralization Implementation and Monitoring Working Committee should submit a report with recommendations relating to implementation issues of Local Self Governance Act, 2055 in the next meeting of DIMC.
12 Conduct training programmes for representatives and officials of local bodies (including sectoral agencies) for capacity enhancement. Arrange training and orientation programmes for newly elected officials immediately after local elections.
13 Include subject to be amended in LSGA itself while preparing the amendment bills that contradicts with the LSGA.
